-It is July of 1998. Harry and his peers have graduated from Hogwarts. After the showdown between Albus Dumbledor and 'He-Who-Must-Not-Be-Named' at the end of their Fifth year, things became rather quiet as the Dark Lord apparently took himself off to places unknown. This was fortunate as there was a great deal of cleanup to be done at the headquarters of the Ministry in London. Sixth year passed calmly enough with only the usual school interactions. Seventh year began and seemed to be content to follow in the footsteps of the one preceding when rumours of a disconcerting nature began to surface.

-Tales of an increase in the dark population were heard, originating in Eastern Europe. Vampires and weres of all sorts were spotted and attacks began to be more and more commonplace. But this was far away and there was no reason to believe that it might be heading towards the more populated and civilized regions of the world.

-It is currently summer and there are several weeks before the term begins with a new class of first years. In response to the rumours, the Ministry has begun some small efforts to keep the public educated but as nothing local has occurred, there doesn't seem to be much reason to worry and for the time being people are enjoying the sunny, warm days of summer.
